This is literally the YIMBY-est year in the Legislature. Ho boy. I am reviewing all the bills that dropped today - join me. A thread. (1/x)
First up, AB 10 would increase the LIHTC by $500 million!!! leginfo.legislature.ca.gov/faces/billNavC…
AB 11 (also by @DavidChiu ) would bring back Redevelopment, requiring 30 percent of all taxes allocated by agencies to fund housing!
AB 14 (@LuzRivas ) would appropriate an unspecified amount for the Multi Family Housing Program!! Also very good direction!
AB 16 (@LuzRivas again!) would require better reporting on homeless youth in our schools! Also very cool!
AB 22 (@AsmAutumnBurke) - this one is a real winner. I am just going to quote it "This bill would declare that it is the policy of the state that every child has the right to safe and clean shelter and that no child should be without safe and clean shelter by 2025."
Sorry I am not linking anymore (it's too hard).
AB 29 (Holden) would remove SR 710 from state ownership, protecting the residents there from being evicted for a freeway! Good!
AB 36 (Bloom) is an intent bill for rent control! Excellent!
AB 53!!!!!!!!!!!! (Johns-Saywer) would "ban the box" on rental housing! YES IN MY BACKYARD PLEASE!!!!
AB 56!!!!!!!!!!!!!!!!!!!!!!!!! (Edwardo Garcia) would require a report on how to nationalize the energy industry for all residential customers.
AB 58 (@LuzRivas) her third on this list!!! Is a spot bill (makes so substantive changes) on the @CA_HCFC
*no not so
AB 67 (@LuzRivas) her fourth on this list! Would require the state to produce a unified definition of "homeless," which is VERY important for program implementation and something we DO NOT HAVE somehow.
AB 68 (@PhilTing) is a MAJOR reform, allowing more casitas or accessory dwelling units. It allows more nice tiny homes in your backyard! Very cool.
AB 69 (@PhilTing again!) would require HCD to develop tiny home building standards, which would make these important homes easier to build. Nice.
(I should say this bill is just specific to accessory dwelling units, not tiny homes generally.)
On to the constitutional amendments! ACA 1 from @AsmAguiarCurry would drop the vote threshold from 2/3rds to 55 percent for sales and use taxes and bonds going to affordable housing!
HR 4 would establish Proposition 13 and Homeowners' Rights Protection Week

-.-
On to the Senate!! First up is SB 4 (@ilike_mike and @Jimbealljr) An intent bill to target restrictive local land use policies. It states it's the intent of the legislature to encourage increased housing development near transit and job centers!!! Very cool!!!!
SB 5!! This one from @Jimbealljr. Would appropriate up to $2 billion PER YEAR for a more housing-focused redevelopment. It looks like the FULL 100 percent of the money would go to housing!!!! As opposed to 20 percent in the old program and 30 percent under Asm. Chiu's proposal
SB 6 (also from @ilike_mike and @Jimbealljr) is a spot bill to improve streamlining around the state! Also a good direction here!
SB 7 - Another bill protecting the residents in SR 710 from being evicted to build a freeway! This one from @Portantino
SB 9 - Would make it easier to sell Low Income Housing Tax Credits past 2020, theoretically making the credits more valuable (I think). Sounds cool! I need to learn much more about this.
SB 13 (from @BobWieckowskiCA) is an intent bill on accessory dwelling units!!! @MarcLevine from Marin is co-authoring!!!
SB 15 ANOTHER bill bringing back redevelopment! This one from @Portantino, his second on this list.
SB 18 from the one, the only, the honorable Senator @NancySkinnerCA would update requirements on tenants' rights as well as appropriate an unspecified amount for emergency housing and would establish the Homelessness Prevention and Legal Aid Fund!!!!!!!!!! @YIMBY_Law, you up?
SB 25 from @AnnaSenate would streamline projects built in federally-designated opportunity zones as well as projects receiving certain state funds, like Greenhouse Gas Reduction Fund money, which funds the Affordable Housing and Sustainable Communities program.
SB 42 from @NancySkinnerCA would establish certain laws that help recently released people get home safe after being released from prison. My understanding is that you can just drop someone in the middle of nowhere upon release now.
Uh not housing but SB 43 from @BenAllenCA requires a report on how to implement a carbon tax!!!!!!!
SB 48!!!! The first from housing superhero @Scott_Wiener would establish a human right to shelter!!!!!!
SB 49 from @NancySkinnerCA is a spot bill on residential energy efficiency. Interesting.
AND HERE WE ARE, FOLKS. SB 50. THE BIG ONE. Sponsored by the wonderful @cayimby, SB 50 is @Scott_Wiener's next attempt to reform zoning in California to make housing affordable - this time he is joined by 11 other members representing diverse and bipartisan districts!
SB 50 has 11 co-authors, meaning the bill already has the support of fully ten percent of #caleg, and it is just day 1. Boy, this is gunna be a year.
On to the Senate's constitutional amendments: SCA 1 from @BenAllenCA @Scott_Wiener and @RicardoLara4CA would REPEAL ARTICLE 34. *grabs the YIMBhorn and blasts the war trumpet to call the support of all YIMBYs*
Don't know what Article 34 is? Most people don't! But it's extremely racist and we should repeal it! For more on this topic, turn to the wonderful reporting of @BayCity_Beacon thebaycitybeacon.com/politics/for-h…
And that's a wrap, folks. Thanks for reading. I am sure I missed a thing, but I am counting 33 housing bills (some I didn't tweet about because the effect is small). That is 33 out of about 130 bills today, or about 25 PERCENT of all bills today. And this is just the FIRST DAY.
