This is true. But it doesn't mean what IPSO think it means. Transwomen without a GRC are men . They should be allowed to use "men's* single sex spaces, but can be excluded if it can be justified etc... equalityhumanrights.com/en/our-work/ne…
There is nothing in the Equality Act which says that *some* men (i.e. transwomen) should be allowed into women's single sex services. Only a Gender Recognition Certificate allows people to change sex.
Can @cityoflondon segregate its toilets by "gender id"? Well "gender ID" is not a protected characteristic, so yes it can, as long as in doing so it is not indirectly discriminating against people because of protected characteristic (such as sex or religion)
The @cityoflondon can make all its toilets mixed sex and then divide them into "marmite lovers" and "marmite haters" or "upstairs on the bus" and "downstairs on the bus" or any random pair of categories it likes.
