Feinstein asks again about what will be revealed to the public in the Mueller report. Will Barr provide Mueller's report *in addition to* the summary the AG is required by law to create?
Barr, again, is saying that there is some flexibility/discretion that can be used by an AG but his objective end goal is to get as much as the information as he can to Congress and the public.
"These are departmental regulations. I'll be talking to Rosenstein and Mueller. There's probably existing thinking in the department but all I can say at this stage is I will try and get the information out there consistent w/these regulations & to the extent I have discretion...
"I'll exercise the discretion to do that."

Moving on, Feinstein asks about his position on torture.
Torture is never lawful, Barr agrees. When Feinstein asks whether waterboarding is torture...
Barr hesitates to consider the legal technicality.
"You're talking about the legal definition? Right now its prohibited. But the law has definitively dealt with that.
After a bit of back/forth with Feinstein on whether its torture, they circle back to where they began.
As a general rule, torture, Barr agrees, is barbaric.
