For-profit higher education is riddled with fraud.
Many for-profit universities exist largely to get their hands on the money the government pays toward tuition as part of gov programs.
The degrees aren’t valuable. People don’t finish them and then can’t find work if they do.

Let’s say someone is entitled to tuition reimbursement through something along the lines of the GI Bill.
They enroll at a for-profit university like Strayer or University of Phoenix; go for three semesters; realize it would take eight years to finish; and quit.
Easy money.
