Important reminder in this John Solomon article! Recognize that these are abuses Mueller inherited not proof he was dirty. He threatened to resign in 2004 to try & shut these abusive programs down.
There is an early 2002 opinion on some cases that the FBI informed the FIS court about in 2000. One case is especially relevant. The FBI failed to disclosed that the target of the FISA was an FBI asset at a previous time. 
The FBI/DOJ also failed to disclose that the target of the FISA had met with an Assistant US Attorney. So what if the FBI failed to inform the FIS Court of it's prior relationship with @carterwpage & his meetings with AUSAs? fas.org/irp/agency/doj…
Well the FIS Court has already ruled against the FBI in a case setting precedent that it is misconduct. The FBI/DOJ developed the Woods Procedures to ensure that this type of abuse did not happen again. But did it happen again?
Woods Procedures require sharing a FISA app with local FBI Field Offices to verify that the target is not a source or asset. I have long suspected that someone at FBI (McCabe?) decided to violate Woods because the case was so sensitive they couldn't share it with NYFO.
This gave them plausible deniability for not knowing Page was an asset in the Buryakov case. But the procedures were set up by Mueller & Ashcroft to prevent this very thing from happening. Looking forward to the declassification, I suspect that exculpatory info is the 20 pages!
Imagine Andrew McCabe's surprise when he renewed the FISA app a month early to make sure Wray was not confirmed yet & asked questions. Only to have Rosenstein insist upon proper Woods Procedures & the insertion of all the exculpatory information in Woods Procedures.
