..at least some of thinking behind contracts was to show Calais authorities UK would pursue alternatives, & thus incentivise the avoidance of full third country checks - in that narrow sense there was some desired reaction from HdC& Eurotunnel. But decision is with Brussels/Paris
Indeed Mark Stone shows they’re now building No Deal checks, for infrastructure (Eg Chunnel) designed for shared single market/customs union without them.
