I'll always hold that "mere" criticism of AIPAC's positions or Israel government's positions is not anti-semitic. However, singling out AIPAC from other lobbyists (like singling out Soros from other big donors) can be done in an anti-semitic way. Her apology was good, well-timed.
Having open dialogue about whether and when to support Israel's government is a needed tonic in US politics. I don't think AIPAC is different from other lobbying organizations - and HR1 is a good step to opening our politics back up to reduce lobbyists' influence. All of them.
