Good protections against commission having secret side conversations. Any map cannot be voted on for 3 days, but 3rd map can be amended. At least 21 hearings around state, both before and after maps released.
Commission map approval requires vote of 8/11 members, including at least 2D, 2R, 2 unaffil. Good set of map criteria, but no max/min levels set. Commission members must reflect diversity of state. Commission operations independent of lege, hire own consultants, full website.
