America did actually go to war in many countries: Syria, Yemen, Libya, various parts of Africa in addiion to Iraq and Afghanistan, on a level sufficient to disrupt the enemy but not enough to bring order.
What emerged was not a strategy based on empire, but on continuous spoiling attacks. The "expert" warning against leaving Syria amounts to asserting that unless America keeps the weeds down they will grow again.
This is the weed whacking trap foreign policy finds itself in. If you can't fix Central American and Caribbean chaos nor damp it down with low intensity spoiling, the last option is to wall it out.
The left will yell "none of the above! It's a humanitarian crisis". But this has damn near already cost them the EU through backlash because it's a problem that won't go away.
So the probability is that the problem will grow because we have not found a cure for it. Just a painkiller.
