But ending production hurts civil nuclear + delivery means ditching ballistic missiles. Neither Pyongyang likes.

Could US announce a permanent liaison office in N Korea? Official didn’t push back on suggestion in briefing. Would be proof things are thawing.
US admin repeatedly says they won’t lift sanctions until denuclearisation. But, crucially, they don’t rule out other help before then.
