The variance in estimates extends to how many ISIS were killed. The best estimate to both is "a lot".
Nobody is trying to win a political victory any more, ie "bring democracy to the Middle East" or Afghanistan. It's all about weed whacking now.
The big investments have been in secret SOF airbases, kill chains and proxy fighters. Firm follows function.
Nobody has the fix for failed states or the "root causes" of 9/11. But the military has gotten insanely good at killing jihadis on the battlefield.
The only hearts and minds program there is left is "welcome to Minnesota". As the locus shifts to the West weed whacking won't work so good any more.
