Sounds ominously "open to interpretation" but it's not.
"Established practices" is a binding phrase.

The word "peripheral" is a potential clue in the seemingly innocuous legal terminology. By adding this unnecessary criteria, it opens up a way for Barr to "legally" exclude Trump's KIDS & KUSHNER from upcoming congressional scrutiny.😶⁉️
