NEW: Order to hold European Parliamentary elections has just been laid in Parliament: "Day of Poll order" makes it legal for local returning officers to prepare for the elections now due on 23rd May. Govt says they are not "inevitable" though

NEW: Letter to MPs from Lidington and Cox confirming the legal order announcing the EU elections as 23rd May 2019 will be laid on Wednesday.
NEW: the official Order that means it is now the law that the European Parliamentary elections take place on the 23rd May 2019 - made by Lidington under the not yet actually repealed section 4 European Parliamentary Electuons Act 2002
No parliamentary vote on these elections being scheduled - using existing powers - repeal of 2002 Eu elections Act was only on exit date.

will come in to law on Wednesday - the only way to stop them will be to pass and ratify the Withdrawal Deal... or rely on EU27 extension veto

Yes Parliament repealed the 2002 EU elections Act late last year. “However, the repeals of the relevant sections have not yet been commenced”... and hence Government has retained executive power to set date for EU elections...which it exercised this morn

In case anyone is wondering - here is the currently planned tariff rate for all cheese including cheddar under No Deal apply from Nov 1st without a deal - €24.9 per 100kg - currently zero from EU obviously... (NB its calculated in euros) #c4debate 🧀 gov.uk/government/pub…
Though I suspect @RoryStewartUK was making point about No Deal tariffs facing U.K. Farmers exporting cheddar to the EU... in which case No Deal WTO MFN tariff would be exactly what we currently apply as members of EU to third countries - a whopping €188.20 per 100kg vs zero now

By my calc BJ has done zero sitdown broadcast ivs let alone debates in whole of 2019, indeed 1 set (last Sept) since he resigned from Cabinet... did turn up at Commons live point after May’s lost votes couple of times..at presser this week follow up qs prevented by removing mics
Anyway - it’s not like he’s bad at doing TV interviews or debates - I guess it avoids hostages to fortune. But there genuinely are a host of very interesting policy proposals for which he claims he will have a “new mandate” which will not have been subject to public scrutiny...
This guy makes the point well 🤔

Let us sort out a few things about the current Ukrainian situation:
1. Ukraine's current constitution was hastily put together by presidential chief of staff Viktor Medvedchuk. Some voted against it because it was so obviously contradictory. This is a low-quality constitution.
2. The Ukrainian Constitutional Court decided to abolish the December 2004 constitution in the fall of 2010 under Yanukovych, obviously leading Yanukovych. Many judges remain on that discredited court today.
3. Recently, the Constitutional Court that is supposed to interpret the constitution discredited itself thoroughly by claiming that the law on illicit enrichment, which is vital for all anti-corruption work, contradicts the rule of law. The Rada has to restore it asap.

European Parliamentary elections take place in 28 (arguably 27+1 given the unique UK dynamics) countries. It's worth having a look at polls in *all* member states before lazy "populist surge" takes politico.eu/2019-european-…

A few thoughts:
- Some nationalist parties will do extremely well, while others who barely existed in 2014 will win seats. But, elsewhere, several important nationalist parties haven't moved since 2014, or indeed have seen their support stagnate or fall over the past 5 years
- Polarisation and fragmentation are a more accurate lens through which to read European politics. Nationalism is one end of the spectrum – an important consequential characteristic that isn't going away, sure, but not a 2019 novelty

Things getting off to a weird start today. Tory Brexiter Richard Drax makes a personal statement to the Commons: "I should not have voted with the govt on Friday afternoon".
This is bizarre. Just change your vote then man. "I have let down good friends here in the House. I say sorry to the DUP for voting for a deal that could risk the integrity of our country. The withdrawal agreement as it stands must never see the light of day again."
"If the Pm cannot commit to taking us out the EU on April 12th she must resign immediately." Blokes off the fucking reservation.

EU law experts are disagreeing about this. Advocate-General Sharpston of the EU court says its probably OK legally , while EU Law Prof @mayer_Franz thinks otherwise verfassungsblog.de/collateral-dam… (use GoogleChrome & it'll translate) 2/
It's now only 10 weeks until the window set by the EU for holding elections. 5 years ago, the UK's detailed rules were finalised 6 weeks before. So the UK Gov has time to organise - but does it have a legal duty?

The European Elections will be increasingly prominent in the debate about extensions to Article 50. I have not yet seen anybody try to sort out several unanswered questions about this unprecedented situation. (The situation may be messier than is commonly asserted).
Some key dates:
- April 18th: European parliamentary session ends.
- May 23rd - May 26th: European Parliamentary Elections
- July 2nd: new European Parliament convenes for first time.

EU members have a legal obligation to hold European Elections.
- UK is not planning to take part in the EU elections, because Article 50 expires on 29th March. So extension to 22nd May would be similar.
- It is often said an extension to 1st July could involve a derogation (UK not taking part) as would not be a member when EP convenes
