Can someone explain briefly how, despite everything in the report, Mueller didn't find sufficient evidence to charge anyone with conspiracy? Nobody, even Manofort?

Most educational answer so far: The high standard of proof. As someone who studies authoritarian regimes, this is how they run loops around everyone - you can't "prove" anything.
When studying the crimes or plans of authoritarian regimes you often encounter way too many coincidences, a mountain of circumstantial evidence, but zero direct evidence. So they get away with it, and stay months or years ahead of you strategically.
By the time the truth comes out it's already years later and they got exactly what they wanted. It's 2019 and we're just finding out what Putin wanted and did in 2016. Now imagine what he's busy with now.
