He's trying to be coy in how he phrases it, so that Sarah Sanders can deny it and attack the media when she's questioned about it, but the president is calling the Russian attack on U.S. sovereignty a "hoax."
Sanders, soon: "The hoax he's talking about is the false collusion narrative promoted by the fake news media. The president accepts the findings of our Intel agencies."

But Trump's public position remains the same: there was no Russian interference.

Meanwhile, the Mueller report has set an unfortunate standard for 2020 and beyond: a candidate for office cannot break the law to obtain an advantage in the election, but if Russia or another foreign state does it for them, the candidate/campaign is in the clear.
The campaign can't directly specify what sort of illegal acts they'd like the foreign state to commit, of course. But the foreign state can figure that out. And as long as that campaign keeps signaling their support for that foreign state, they know they're on the right track.
