Between this & Arpaio, the theme seems to be that if you abuse your power as a government agent to harm brown people in your custody, you need not fear legal consequences.
The pardon recipient here dragged a detainee into the desert to “interrogate” him without authorization, stripped him, then shot his unarmed, naked prisoner twice in “self defense”. The guy had already been paroled.
