I have just become aware of the #SayNoToRuGA hashtag. I am hoping that someone INTELLIGENT and informed can explain it to me, as I have some questions:
1. According to the Land Use Act 1977, all land in a state is held by the state governor in trust for the people. Short Thread..

The exception is Federal Government land in each state. This will usually be land related to those things that the Federal Government has exclusive jurisdiction over, like railway land, interstate highways, seaports, etc. The Land Use Act is enshrined in the 1999 Constitution.

So, my first question is: Has the Constitution changed or has the Land Use Act been abrogated while I’ve been out of the country? If not, can the FGN unilaterally take land belonging to states to build Rural Grazing Areas? Or is it building them on its own land in the states?

2. I have seen a procurement letter that is alleged to have emanated from the Fed Min of Agric for Taraba RUGA. If genuine, were the funds provided for in the 2019 Budget?
3. Is the Taraba RUGA being built on FGN or State land? If State, has the Governor allocated the land?

4. Are the RUGAs being built on FGN land in states where the state governor is not in support? If so, have any risk analyses been done to assess the potential for conflict within the host states?
5. What level of public consultation has there been on this issue?

I genuinely seek to understand the issues better. I have tried to read up on it but sensible information has been difficult to come by. Any intelligent person with good information and understanding should please assist, and also point me to relevant documentation. Thanks. End.
