Okay, I have been skeptical about @PeteButtigieg (more than skeptical), but if he is actually committed to the #cjreform in his #DouglassPlan, he is making some SERIOUS commitments

1. I have long argued that the Federal government should be incentivizing states to reverse mass incarceration, that is plank one in the @PeteButtigieg plan (needs some tinkering along the lines of the "Reverse Mass Incarceration Act:" but this is a start peteforamerica.com/douglass-plan
2. Eliminating incarceration for drug possessing is a good idea...he should not implicitly make the distinction between dealers and users, but he says reduce sentences for other drug offenses and make it all retroactive (very important) @PeteButtigieg peteforamerica.com/douglass-plan
3. This next one speaks for itself, obviously a fan, and he is the third candidate I have seen promise to do this (which is great) @PeteButtigieg peteforamerica.com/douglass-plan
4. @PeteButtigieg also becomes the fourth candidate to suggest the @RachelBarkow and @Oslerguy solution of moving clemency out of the DOJ ...also a great idea peteforamerica.com/douglass-plan
5 @PeteButtigieg also goes farther than ending private prisons he also agrees like @ewarren to act against prison privatization and roll back fines and fees (much more impactful IMHO) peteforamerica.com/douglass-plan
6. Very important, @PeteButtigieg says he will push for a Constitutional Amendment to ban the Death Penalty, while I doubt this is likely it does suggest he might act against State use of the DP in other ways, which would be great peteforamerica.com/douglass-plan
7. @PeteButtigieg also generally opposes the use of solitary confinement, I have not seen another candidate come out against solitary that I can remember, I am somewhat concerned that he is only arguing for limiting the use of solitary, but it is a start peteforamerica.com/douglass-plan
We need to seriously push for @PeteButtigieg to push for an end to solitary not just placing limits on solitary, but it is good that the discussion has started
8. @PeteButtigieg is for restoring Pell Grants, which is something I strongly support #PellYes peteforamerica.com/douglass-plan
9. Also unique, @PeteButtigieg says he will fight to remove the exception on Medicaid for incarcerated people, this could allow for better health care inside federal prisons and, at first glance, seems like a great idea peteforamerica.com/douglass-plan
10 Mayor Pete is also arguing for limitations on Federal supervision, again, this seems a little under cooked at this point but still a great start peteforamerica.com/douglass-plan
11. Critically important @PeteButtigieg would not just instruct the Department of Labor to create policies that reduce discrimination against formerly incarcerated folks, he would also ban the box and protect employers from negligence claims when they hire peteforamerica.com/douglass-plan
.@PeteButtigieg should also certainly go farther on SNAP including getting rid of the prohibition on people with drug charges having access to SNAP and work against work requirements on SNAP and health care
12. While I would prefer all should have the right to vote period, it is also good that - in writing - @PeteButtigieg has agreed all people should have the right to vote after returning from incarceration, unfortunately, this is rarely a federal concern peteforamerica.com/douglass-plan
13. There is also a long section on police accountability but that is beyond the scope of this already very long thread.

This is a serious plan, containing a lot of good ideas. If @PeteButtigieg is truly committed to this, it is the most comprehensive plan I have seen to date

One side note, while I liked the Booker and Warren proposals, they were not even close to as comprehensive and far-reaching as this one is. I still have some doubts, but this seriously raises the bar for criminal justice reform proposals from the candidates in 2020
