Harley also attempted to compete against imported Italian scooters with the Topper, which was actually made in Milwaukee. I think they're pretty bitchin'
the Topper had a 10 cubic inch engine, or 165cc. Harley historically described their engine displacement in cubic inches, even on scooters.
a brief history of scooters: the emergence of Italian and German scooters had a lot to do with Marshall Plan re-industrialization of Europe post WW2. Many were based on the design of the Cushman scooters made in Lincoln, NE. They were used in the war by US paratroopers
