When it comes to the impeachment debate, here's what I'm wrestling with —

They're essentially asking us to simultaneously believe that the president has committed incredible wrongdoing and that we don't know enough to punish him over it.
It's left me wondering, what would be the tipping point toward articles of impeachment?
Is it a new fact? (And how would that be different from the facts we already know?)
Is it polling?
Is it just Speaker Pelosi's political calculus?

If Democrats announce that they're moving forward with impeachment at some point later this year, how would they explain why they're doing it then and not before, when the Russia investigation laid out the key details of the president's behavior?
