THREAD: Why Duterte's blanket ban on PCSO games is not so much anti-gambling but anti-poor.
Based on PCSO's 2018 annual report, they generated last year P63.6 billion in net receipts, 30% of which went to their Charity Fund which finances various health and medical assistance programs.

Last year PCSO benefitted more than half a million patients nationwide who received about P8.7 billion worth of medical assistance, mostly in relation to confinements, medicines, and lab/diagnostic procedures.
PCSO's Charity Fund is also going to help fund the Universal Health Care Act (RA 11223) which Duterte signed early this year:
Duterte's ban on PCSO games will inevitably reduce PCSO's Charity Fund, and in turn endanger funding for UHC.

As it is, the DOF already foresees a funding gap for UHC in the coming years (h/t @prinzmagtulis).
In sum, yet another ill-conceived policy by Duts, with unintended consequences galore. 🤦‍♂️
