There are valid political concerns about a 10-yr phase-in...but saying “we’ll do it in 4!” Doesn’t magically make doing it in 4 any more viable. Bernie originally thought it could be done in ONE year until advisors talked him back from the edge.
For those who use the "Moon Shot" analogy ("No one thought it could be done within 10 years but NASA pulled it off in 9!"), yes, that's true...but what if the goal had been, say, a manned mission to Mars? Or what if JFK had given a 5 year target date?
Re. my earlier "one year transition" reference, this is based on a 2017 story by @SusannahLuthi. Technically, it doesn't say WHO thought making the move w/out a transition period was viable...perhaps Bernie talked others out of it instead of vice-versa?
