Just a hint of why the Irish backstop is so difficult - there's a piece of EU regulation I've been trying to clarify for 4 years, talking to relevant parts of the Commission, experts, business using the system - and there doesn't appear to be a single consistent explanation
Inside the EU system, businesses and countries seem to make their own regulatory assumptions and proceed accordingly, occasionally challenged. Outside the system EU regulations frequently become an absolute nightmare to navigate (not unique, could say same for US)
Often the same politicians and businesses who theoretically want to deregulate in practice support further regulation, adding confusion. It means a bias towards large companies with the resource to overcome barriers. And makes Brexit such a complex problem.
The impact of regulations on trade and international relations is a rather under-researched subject.
