@USCIS @USCISCuccinelli USCIS is a vetting agency. ICE is the enforcement agency. DHS wide looking at what to do about OPT. This program has been largely handed over to universities to handle.

@USCIS @USCISCuccinelli Similar fake definition of public charge relating to refugees. Any effort to change that definition for refugees as well? Answer: Just beginning to dig into refugee topic which involves several agencies. Maybe some news in the future.

@USCIS @USCISCuccinelli Unlike rest of gvt, uscis is fee funded and operates much like a business runs - typically a balanced budget. Bearing a humanitarian burden which is impacting the budget.
