NSC lawyers [whose chief legal adviser is John Eisenberg, a Cipollone deputy] directed WH officials to move Trump's Ukraine call transcript to the secret server.

It was also Eisenberg who alerted the DOJ about the whistleblower complaint [in which he was implicated].
