The President and Provost have said, (correctly), that your academic freedom is *not* under attack. But they note that if you take federal money, you must abide by the guidelines for taking it.
It is unlawful for institutions of higher education to use Title VI funds differently. If you don't want to teach students foreign languages, you're entirely free not to teach them. But you don't get the federal money.
