That was a bit weird, out-of-character & mighty generous for a Labor seat, so I delved a little deeper.
3 out of 4 grants that went to the seat of Macnamara actually went to Glen Eira Council

They got $106,000 & $213,675 in Round 1 & $476,558 in Round 3 = Total $796,233
It seems the Mayor of Glen Eira has a 'keen interest in sport' and some friends in Canberra

Closer look at that seat revealed Equestrian VIC scored a cool half a mill in Round 3 for a sport only accessible by an elite few!

Again, it certainly looks to me like this scheme was used as pre-election pork-barreling at the Minister's discretion.
