Two important notes in the documents about Xinjiang leaked today
First, there has been a lot of discussion what the main rationale for the new policy is. (1) counter terrorism and counter insurgency (2) anti-Islamic (3) economic (industrialization of Xinjiang with a new docile labor force)
Documents show the focus is exclusively on (1). I am surprised not to see (3) and will need to read original documents to check if reporters missed it...
Second, the level of resistence to the policy is higher than we thought - and based on fear that it will create new and more serious problems for the CCP in the future
