Trump likes the parades and the chain of command (so long as he is on top.) he does not—at all—get the sense of duty and honor and sacrifice that at its best defines military service now and here and through all time.
Military brass does not want war criminals and other bad actors to be pardoned. It betrays chain of command, it makes unit and force cohesion harder. It is not what the best of them, and most of them, signed up for.
Brass also knows that war crimes and trophy shots just makes their job harder and more dangerous.
