Ian Acheson, a former counter terrorism officer wrote a report in 2016 saying the parole system wasn’t coping with terrorists. Michael Gove, then Justice Sec, accepted all but one of the 69 recommendations. But when the report was published, under Liz Truss, only 12 remained.
None of those left were about probation. All in today’s Sunday Times.

Acheson lays out the key questions to which ministers must provide the answers. The govt has tried to pin the blame on early release. Regardless of that, there are key questions for then answer about how he was released and what they were doing to monitor someone so dangerous.
