A word to the wise: The number of accounts you have to block in order to turn a shrieking garbage-fire Twitter discussion into a reasonable, civil, productive Twitter discussion is typically pretty small. I'd say around 10-20 accounts for most topics.
But most people aren't used to having to block 10-20 accounts, so they shy away from doing it. So you have these very aggressive but pretty small roving packs of Twitter trolls running around successfully poisoning each topic and shutting good people up.
There are a few topics that will get you attacked by a genuinely large-ish mob of a couple thousand people (though even a couple thousand people is peanuts compared to the size of the overall public!).

But most attack mobs range anywhere from 3 to maybe 30 trolls.

BLOCK EM.
