Democrats tab co-conspirators: “Acting Chief of Staff Mick Mulvaney, Secretary of State Mike Pompeo, Secretary of Energy J. Richard Perry, and other senior White House and Executive Branch officials had knowledge of, in some cases facilitated and furthered the President’s scheme”
The tl;dr of the 300-page is this line: “President Trump compromised national security to advance his personal political interests.”
The report argues Trump defied the constitution by refusing to comply with all Congressional subpoenas: “Donald Trump is the first and only President in American history to openly and indiscriminately defy all aspects of the Constitutional impeachment process."
Here's the main finding, that Trump withheld hundreds of millions of dollars of Congressionally-approved military aid to pressure Ukraine to help him win the next election. 
House Republicans have already released a counter-report arguing Trump did nothing wrong. The White House quickly responded to the majority report by saying it "reads like the ramblings of a basement blogger."
The report says the investigation isn't done but they have to move ahead now because Trump may seek foreign interference in 2020.
