I don't think I can declare Trump's toilet claim false. He said "people" are flushing 15 times. It's too risky to render a firm conclusion on claims about "people." I can't have a guy emailing me videos of his flushes and calling me fake news.
For real: Trump's signature "some people"/"many people" construction is a challenge as a fact checker. In addition to the dozens of claims per week you can declare flat wrong, he says a lot of dubious stuff you can't declare flat wrong, often because of its vagueness.
I don't think Trump's vague claims should be ignored, left unchallenged, or not fact checked. They just (often) can't be included on a list of definitively false claims.
