2/ Fed’l & state officials must plan for overcrowded prisons, for instance Alabama’s where overcrowding & inadequate medical care have already been documented in court but remain unaddressed by the state. We owe a special duty to people who are incarcerated in the circumstances.
3/ Why focus on prisoners? The conditions of their confinement mean they have no ability to protect themselves. No constant access to hand washing or safe distances. We should be judged as a society by how we treat our most vulnerable members, including those in jail & prison.
