Tomorrow night there is a full Council meeting, with the exception of one question no mention of Covid-19 or the Councils response to it
So @going4golds & I submitted this draft emergency motion so that we can properly discuss the issues & the response plan tomorrow in public

It is a draft feel free to let us know if there should be any changes, deadline tomorrow PM
We have shared it with the Council & other political groups in advance so that they have time to respond with their own thoughts
The meeting will be televised

But @going4golds and I think the Council needs to be more pro-active especially on its comms plan, for example sharing the NHS video on how to properly wash your hands as some people do not know how to do that

In the last 6 month, I have attended 36 Council meetings, average 6 a month - average time 2-3 hours each one + reading & preparation in advance = 4 to 5 hours per meeting, some more like budget, some less
Plus this week did 1/2 day session on Pension issues
Some Cllrs do less

Although some Cllrs do at least arrive fully prepared at meetings & have raised far more members enquiries then I have, some have not read papers & do not say anything in meetings
Tower Hamlets is too dependent on a small group of hard working Councillors (across 3 parties)

Have a look at how often they hold advice surgeries as well

I do 3 a month approximately, every Saturday 1-2pm at Cubitt Town Library, @going4golds & I there in rotation (although I need to reschedule my 1st Thursday of the month session at Idea store)

Last Labour budget by Chancellor Alistair Darling in March 2010 he said "Even so, it is clear that the next spending settlement from 2011 onwards will be very tough – the toughest for decades"
Tonight Labour in TH seem to have forgotten this speech

Yes, there is an argument that austerity went on for too long & cut too much
But Alistair Darling indicated change had to happen
TH has been less effected then others thanks to population growth, business rates, New Homes Bonus
Question is how to respond to austerity?

Some Councils have had to cut deeply, some have been very creative with limited resources
But as this chart shows overall TH core spending power is up by 8% since 2015/16 (not including business rates)
But also how shape of budget changes, government funding⬇️but C tax⬆️

The end of Raines secondary school after 300 years actually teaches us a lot about Tower hamlets today, the weaknesses of the Mayoral system & the inability of Overview & Scrutiny to hold the administration to account
Ironically we have not learn't any lessons from the school

Historically Raines had excellent reputation
But from 2010 student no slowly declined, maybe because:
a. Building work disruption
b. School leadership
c. Below average attendance by students of Bangladeshi origin
But not sure as at no point did we try & understand the history

Then in Nov 2015 OFSTED fails school
Governing body kicked out, new governing body appointed by TH Council & Diocese of London
It included Tower Hamlets Council school improvement officers!
Most schools failed by OFSTED recover
This did not, October 2017 OFSTED fail again

@followlasg has said that the Chinese citizen who presented at the Reddington Hospital, Ikeja @ReddingtonLagos yesterday and suspected to have Corona virus has tested negative to the infection.
@ProfAkinAbayomi who made this known through a press statement noted that the likelyhood of #COVIDー19 infection in this particular patient was very low & the conclusion of investigations & sophisticated testing confirms that there is no case of Corona Virus in Lagos as of now.
“I would like to reassure Lagosians that our vigilance levels are very high and we are putting more measures in place to safe guard the State”, @ProfAkinAbayomi said.

We’re all set for today’s transport and environment committee. Obviously the city centre transformation is the big one - but also a parking strategy, bottle deposit return scheme and a motion on festival advertising on the agenda. Might be a long day.
Petitioners are calling for an independent air study on pollution levels on Roseburn Terrace amid road layout changes for a cycle route. John Yellowlees says: “It’s our concern that any studies on the impact on air pollution should be see to be independent.”
Cllr Cook says he is “deeply uncomfortable” with what is being asked for - saying it’s essentially “questioning the profession integrity” of officials.
