I made a mistake. Trump did not issue shelter-in-place or lock-down orders, but he formally did proclaim a National Emergency. To be clear though, his Proclamation did NOT compel anyone to shelter-in-place, stop work etc. Governors, county officials, CEOs, etc did that. 1/ THREAD
Thus, his lifting of his national emergency proclamation will not compel people to go back to work, or schools to open, etc. But I made a mistake in terminology. Owning it here now. Ill devote more time and attention to be more precise in the future. 2/
