in Roger Seheult's excellent youtube on COVID , he cited article in Korean Biomedical Review entitled "Physicians work out treatment guidelines for coronavirus" which included chloroquine in recommendations. 
2/ in other words, since chloroquine was recommended in Korean medical practice, there is support for its use that does not depend on whether Raoult is reliable or not. Seheult's video explains plausible mechanism for why chloroquine relevant.
3/ at the time of Seheult's video (Mar 10), he noted that Korea and Italy had roughly same number of cases, but that number of deaths and number of serious cases was order of magnitude lower in Korea - a difference that required explanation. In last 2 weeks, difference exploded.
4/ shouldn't practitioners in Europe and North America be copying Korea in every way possible?
