The Federal government is not recommending the economy be shutdown. Nor is it recommending "shelter in place" for all people. Those are State Governors decisions. And in states without community spread the federal government isn't even recommending bars and restaurants be closed
Local and state elections matter. The federal government has recommended a lot less of a reaction then what we are seeing come from the State and local authorities. The media is carrying the water for those state governors and giving them cover but unless the state
...has community spread within their borders they aren't recommending a one size fits all. The media is giving people a false impression on what the Federal government is officially recommending.
update CDC has added the voluntary use of cloth face masks to help stop asymptotic people from spreading the virus, especially in areas with community spread.
