Trump has completely funded the border wall and completely fooled the Dimms when he declared he was signing the #Omnibus act for reasons of national security.

After he signed the Omnibus, he immediately sent letters to the speaker, rescinding portions of the budget, 
And another letter designating "Division K" as an emergency requirement.
Which is about 16 Billion Dollars
Because we are still under a National State of Emergency in regards to the Opioid Crisis, he has the authority to do this under the OMNIBUS rules.
He would NOT have had authority to do this under a normal BUDGET.
