ISIS’ al-Furqan media is teasing a new release, coming soon. This is the media outlet that has previously carried speeches by Abu Bakr al-Baghdadi, as well as the ISIS spokesman:
2/ Audio is out. It’s around 50 mins long and it’s by Muhajir, the ISIS spokesman. Waiting for translation....
3/ First, it's been 10 months since the ISIS spokesman Abu Hassan al-Muhajir issued a statement. The last one was June 12. It's instructive to refer back to his last speech to understand what he is saying now. Last year, it was all about attacking the West:
4/ According to the translation provided by @siteintelgroup, in 2017 Muhajir called on his "brothers of creed and faith in Europe, America, Russia, Australia and elsewhere" to take action, stressing that: "Paradise is under the shade of the sword":
5/ A lot has happened in 10 months for ISIS, including the loss of Mosul and Raqqa, and in today's speech, the message is very different. He's no longer calling on ISIS to attack the West. The speech is focused on attacking Arab neighbors, describing Sunni leaders as "apostates"
6/ He refers to the monarch of Saudi Arabia as the "apostate taghout Salman and his imbecile son." He says there is "no difference" between these Arab leaders and the "American crusaders." In fact, he says, the Arabs are worse because they are "more vicious against Islam"
7/ The speech is aimed at inciting violence and hatred against fellow Arabs - including other Sunni extremists. It's not the first time ISIS has called for attacks on countries like Saudi and Iran, but the singular focus & the absence of calls for attacks on the West is striking
8/ Back when ISIS was still part of al-Qaeda, one of the ways they differed from the larger terror brand is their focus on the "near enemy" (attacks on Shias in Iraq). Osama bin Laden wanted his lieutenants to concentrate on the "far enemy" (the United States and its allies).
9/ But by 2014 when ISIS seized a territory the size of Great Britain, they were clearly committed to fighting both the near and the far enemy. Starting in early 2014, ISIS was infiltrating fighters back to Europe to carry out attacks: nytimes.com/2016/03/29/wor…
10. This is the first time post-2014, that they seem to be taking a turn back toward the "near enemy." It's too early to say and this is just one speech, but as @hxhassan noted, this fits with the turn inward that we have been seeing since the loss of their territorial caliphate
