@dubephnx @tinacha2 @krysmady @Michell55580529 @Juliarmstrong4 @renato_mariotti @Comey @FoxNews I once held a security clearance and handled classified material. Let me tell you, our classification system is a mess...
@dubephnx @tinacha2 @krysmady @Michell55580529 @Juliarmstrong4 @renato_mariotti @Comey @FoxNews First of all, the department or branch which originates material determines how it will be classified. Sometimes different agencies classify it differently. Thus a piece of info could theoretically be secret per the Pentagon, top secret per State, and confidential per DoJ.
@dubephnx @tinacha2 @krysmady @Michell55580529 @Juliarmstrong4 @renato_mariotti @Comey @FoxNews In the hypothetical just stated, if you worked in DoJ you could share freely with those who had a legitimate need, could share a Navy document about that info with most people with clearances, but would be extremely careful about who saw a State memo about the exact same info.
@dubephnx @tinacha2 @krysmady @Michell55580529 @Juliarmstrong4 @renato_mariotti @Comey @FoxNews As an end user, the way you navigate this system is by checking to see how each branch marked its work product. Each document is supposed to be marked so that you can tell how it was classified and who can see it. End users are responsible for handling info accordingly.
@dubephnx @tinacha2 @krysmady @Michell55580529 @Juliarmstrong4 @renato_mariotti @Comey @FoxNews So it's not for nothing that HRC kept pointing out that none of the emails that she sent or received were marked classified, a fact confirmed by Direct Comey in his blistering press conference in the heat of the 2016 election.
@dubephnx @tinacha2 @krysmady @Michell55580529 @Juliarmstrong4 @renato_mariotti @Comey @FoxNews His complaint that she was "extremely careless" in handling classified material was predicated upon the fact that some of the emails sent to her were unmarked or marked incorrectly, which is technically the responsibility of the organization which created that material.
@dubephnx @tinacha2 @krysmady @Michell55580529 @Juliarmstrong4 @renato_mariotti @Comey @FoxNews True story: I once had a phone book published by Ma Bell classified so that I could keep it in my office. Government regs said that all personnel records in my office had to be classified, and I got tired of going into the Hall to look up coworkers' phone numbers.
@dubephnx @tinacha2 @krysmady @Michell55580529 @Juliarmstrong4 @renato_mariotti @Comey @FoxNews Had I emailed somebody a phone number from my classified Ma Bell phone book, I would have been required to mark that info accordingly. Had I failed to do so, and they shared this classified info, it would have been my fault-- not theirs.
@dubephnx @tinacha2 @krysmady @Michell55580529 @Juliarmstrong4 @renato_mariotti @Comey @FoxNews And if they were also able to obtain this info from another open or unclassified source-- say, going out into their own hall and looking it up in another phone book-- they could share that info freely, despite my having sent it to them from a classified source.
@dubephnx @tinacha2 @krysmady @Michell55580529 @Juliarmstrong4 @renato_mariotti @Comey @FoxNews Hence, Comey's opinion that HRC was "extremely careless" with material which was not marked classified is extremely dubious.
@dubephnx @tinacha2 @krysmady @Michell55580529 @Juliarmstrong4 @renato_mariotti @Comey @FoxNews When working with Intel, you have to rely on classification markings, unless you already know that it was improperly marked and knew that it had not been sourced from public info.
