This is the Iran version of Trump's "fire and fury" threat to North Korea, which was a warning that any more threats would be met with fire and fury "the likes of which this world has never seen before."
Notably, in both cases, Trump didn't issue his dire threat in response to a military provocation - it was words he doesn't like. In the North Korea case, his aides didn't expect the threat, immediately tried to play it down.
What did Rouhani actually do? 1) He referred to Trump directly: "Mr Trump, don't play with the lion's tail, this would only lead to regret." 2) He said this: "America should know that peace with Iran is the mother of all peace, and war with Iran is the mother of all wars."
