The EU knows that no deal is and has never been a credible negotiating threat. No deal was dead from day 1. Why then is HMG releasing papers and talking about it? It is not to improve 'our negotiating hand' - it does no such thing.
My hunch is it's simply to shift the focus; our focus. We spend time showing what a catastrophe it would be, HMG then secures a deal & can say it has averted that catastrophe. HMG arises victorious when no deal was never going to happen & the deal secured is in fact no good.
MPs are then frightened into voting for the deal on the basis that the only other option is the catastrophe of no deal. HMG has consistently said that this is the only choice Parliament will get.
Isn't it time to step out of the no deal catastrophe discourse - dismiss it - and focus on the likely deal, with all its implications for the future of the UK?
