People with disabilities often are on Medicaid. Medicaid benefits are expensive. We can be on Medicaid even when earning well over the poverty line, due to buy-in programs. Corporations already discriminate against us - they'll discriminate more if they have to pay our Medicaid.
Parents - especially single parents - are often entitled to federal benefits even while childless adults earning the same salary aren't. That's because benefits are based on federal poverty line, which changes according to household size.
If you're looking to hire someone at federal minimum wage, you likely won't pay ANY taxes under this bill if you hire a nondisabled, childless adult. You likely WILL pay a lot in taxes if you hire a single parent with two kids. Extra if parent or kids is disabled.
Finally, I can't really see a scenario in which raising people's income costs less than just paying the tax. Many benefits "taper off" as income rises so that, say, a $100 increase in income may result in only a $70 decrease in benefits.
This means that people $1000 more may mean only saving $700 in taxes under this bill, and that savings would be further reduced due to higher payroll taxes. You may still decide to give raises for other reasons but you're certainly not going to do it because of this tax.
Of course you know what WOULD work? Raising the minimum wage for everyone. But that's "boring" and has already been proposed so it's not going to make headlines.
I'm so, so tired of "publicity stunt" legislation. If you aren't confident that your bill would actually solve an important problem if you passed it, instead of making that problem worse, DON'T INTRODUCE THE BILL. This shouldn't be hard.
PS - I don't want to reduce the number of people who are on food stamps. I want to reduce the number of people who can't afford food. Those are DIFFERENT THINGS. Reducing hunger may require INCREASING the number of ppl on food stamps.
Update: I 2x-checked the bill and it doesn't just fail to account for people with disabilities who use Medicaid-funded home and community based services to be able to work. It EXPLICITLY includes the cost of those waiver services in the proposed tax. Wow. sanders.senate.gov/download/stop-…
I am genuinely astounded that they explicitly thought "hey what about Medicaid waivers?" and their answer was "yeah let's include those too." Medicaid waiver services include job coaching and job supports - employers KNOW you're using them so they'd know to avoid hiring you.
