On the surface this would appear to undercut the theory that Manafort was working for Kremlin’s interests but also possible (speculative) that this policy was a cover that Gates and Manafort cooked up to protect themselves against a potential investigation…
2. “Engage Ukraine” was part of a larger strategy to burnish Yanukovych’s image in US and EU - Manafort and Gates had engaged US lobbying firms like Podesta Group (which collapsed after Mueller’s indictment last year) and Mercury for this effort politico.com/story/2018/03/…
3. After Manafort and Gates client Yanukovych had jailed former prime minister Yulia Tymoshenko, Mercury and Podesta Group lobbyists continued to battle proposed congressional resolutions calling on Ukraine to free Tymoshenko - that lobbying effort failed.
