OK, except Woodward is exculpatory on Trump's Kremlin collusion only in a highly narrow and technical way, which makes perfect sense if you know Bob's longstanding MO, which he's been chugging at in DC for 45 years and counting.

Bob interviews everybody around POTUS. Anybody in the WH not stupid makes sure to talk to Bob to make sure their take is in the book. Trump, of course, was stupid. So, FEAR isn't exactly flattering to the WH. Bob does NOT interview IC folks at any working level. No access there.
Nobody (except a few top bosses) in the IC will talk to Woodward because 1. They fear and distrust journalists (with good cause), and 2. They remember VEIL, Bob's 1987 trainwreck about Reagan's CIA and DCI Bill Casey. After that, all Bob's IC bridges were burned for good.
Bob is a serious journalist, he's not gonna invent quotes or stories. And he's not gonna run with something fantastically juicy like the real story of Trump's Kremlin's ties without a LOT of corroboration. The only people in DC with that TS+ info won't talk to Woodward, so...
Neither are OSC folks talking to Bob in a serious way. Mueller runs an exceptionally tight ship, just him, plus they know what will happen if they leak TS/SCI regarding POTUS before the indictments come close. That would blow up everything. So, nothing for Bob there either....
To conclude, when Woodward says he hasn't seen evidence of Trump's collusion with the Kremlin, he's telling the truth. The people in DC possessing that information will never open up to a journalist, even one as famous as Bob. NONE of this means Trump is off the hook.
