Our updated analysis of EU27 and EU institution positions in Art.50 (available later today) shows both continuity and change

The continuity is on preferences: almost everyone on the EU side wants the same things they've wanted from the start of this.

For the EU, that's about preserving the value of membership and containing Brexit.

For MS, it's a mix of trade, budget, security and protection of citizen's rights, all nestling within broader objectives for their EU policy

For several MS, Brexit has been an opportunity to show their communautaire side to the Union, offsetting problems elsewhere in the relationship

The change has been the growing level of interest in many MS in Brexit as an issue.

Our survey a yr ago found it was only a live topic in a handful of capitals: now it's broadening as we move towards decision time (and the next phase, where there's less consensus on policy)

Beyond that, we've also seen some reframing of messages from MS politicians, most obviously with Orban's talk of a "fair deal" for the UK, possibly related to the Art.7 process
