As with @NAOorguk rpt earlier this week, the gaps in HMG policy make it impossible for agencies to prepare fully for Brexit, esp no-deal scenarios
@NAOorguk Time is also a cmn factor in both reports: highlighting the risks of political discourse focusing on the desirability of a deal (rather than its practicality)

You'll recall that pre-Xmas the talk was all about UK ratification of the Withdrawal Agt and May's huge problems therewith

You'll also recall that a major issue was with the time: to wit, there isn't much

May's gambit in delaying the Meaningful Vote seemed only to make sense in pushing the rhetoric of her deal or no-deal: vote late, so there's no time for alternatives

On 6th March 1987 I was 11. I was at Scouts in Deal. A leader came and whispered "Which ship is your dad on, Jon?". My dad was a Townsend Thoresen officer on the Zeebrugge run that night. He was on a different ship. Another kid in the group had a dad on the Herald. His dad died.

Interesting bits from the Prime Minister’s #Brexit letter …bbc.co.uk/news/uk-politi…. The absolute primacy of ending free movement as the driver of the Referendum result- perhaps the one Leave argument she personally buys..
But ending FOM for EU citizens also removes it from UK citizens. PM does not mention that.
Second the stress on the benefits of ending vast annual payments.. But she knows that direct savings will not be huge as we take over programmes (CAP, replacement structural funds), incur costs of setting up own agencies
