Well this is interesting. @yourcolchester Cabinet have decided not to spend an extra £100k on North Essex Garden Communities UNTIL they've received an update letter from the Planning Inspector on which parts of the plan are viable. The recommendation was to agree the spending.
Opposition Cllrs are very supportive of decision to withhold the 100k. But still unhappy with North Essex Garden Communities company. Q of why NEGC is spending £130k on PR firm? @MarkAlanCory says this is for public engagement sessions about the plans-not PR.
Resident Paul Griffith has concerns Re NEGC
1. Says @Tim4Labour shouldn't be allowed to vote as an NEGC board member
2. Costs. He asks what there is to show for £3m spent so far. Criticises transparency.
3. Risks. Says NEGC itself acknowledges many risks "inherently uncertain"
On points about NEGC
1. Monitoring Officer says it's fine for @Tim4Labour to vote on item as he's the Cllr nominated onto NEGC board & it's not a pecuniary interest.
2. Council says expenditure set out in biz case papers, but @MarkAlanCory admits need to do better on transparency
.@LewisBarber94 says he's concerned that if PR company is doing more talking at people than listening too people. He adds that the Local Plan cttee told evidence base for GCs is being done, but cttee given no detail. He reminds Cabinet that they need his votes on that LP cttee
Cabinet agree paper abt new development including student flats in Cultural Quarter. Cllr King says it's just a lease of the land & it's still subject to full planning approval. CEX of @yourcolchester Adrian Pritchard confirms that if permission not granted, land remains with CBC
Cabinet discussing contractor to deliver the Sports Hub as part of the Northern Gateway project.
Few facts:
- It's a 76 acre site
- total project cost £20m
- Last project delivered of this size was @firstsite gallery
The 76 acres includes;
- cycling track
- sports centre incl gym, sports hall to be used as regional hub for cricket & badminton & cafe
- archery range
- mixed use sports pitches

Cabinet members asked to agree an extra £2.8m in borrowing for the project.

It is agreed.
The contractor appointed to deliver the Northern Gateway Sports Hub is Colchester Amphora Trading.
