here we go: Mack-Cali et al are suing the state of NJ, JC, Fulop, the council and others, alleging JC is "improperly targeting non-residents' payroll"
15 counts, including that the NJ Constitution bans "special legislation" favoring one city; that the plaintiffs already pay their "fair share" of taxes; that the tax violates constitutional requirement of uniform taxation; and more. It's 70+ pages. Plowing through it now.

plaintiffs arguing that JC taxes are "artificially depressed" so there is no need for the new tax. they cite all the abatements -- odd, considering Mack-Cali and its subsidiaries (the plaintiffs) got a bunch of them.
another plaintiff is the Exchange Place SID ... which the council itself created two years ago. whoops!
aaaaand plaintiffs also want the chance to force a referendum even though the deadline for doing so has passed
